The X(-\v York correspondent of the Times .-.tates that ex-Presidents Roosevelt and Taft have agreed to a public reconciliation in .Mr. Hughes' interests. GERMAN TERRORISM. The Tribune, commenting on the report that Herman v is considering the rcf'.irreetion of a ruthless submarine campaign, says:— ''Why can the idea never seem eradicated from the Herman mind tiiat the world is conquerable by terror. The (ierman has raped women, murdered ?hildren, destroyed churches, and befouled human habitations, believing that 'by these acts he might terrify strong men and reduce soldiers to terror. But he has not terrified or conquered the world; he has only roused it as it has not been roused since the first light of the modern era dispelled the darkness of the barbarian inroads. "What In- -lias really done the German cannot now know, hut lie will know when the first days of peace break the iron ring surrounding him and permit him to approach the sentiments and emotions of millions of men and women the world over. Xevcr in human history has a more terrible judgment awaited a nation than awaits the German nation when at last the guns and men of the Allies have accomplished the task which is uow but beginning."
