HOLLAND.
NEUTRALITY AND INDEPENDENCE. DEFENSIVE MEASURES TAKEN. The Hague, Sept. 10. Queen Wilhelmina, in opening the States-General, declared that she was firmly resolved to defend the independence and rights of Holland. The army was 'being constantly strengthened. Tiie Queen expressed thankfulness that Holland was not involved in the war, and said: ''Our relations with all the Powers are friendly, and i shall continue in future to follow the line of duty dictated by the law of nations for neutral States. [ am 'irmly resolved to defend Holland's independence and to maintain her rights against whosoever may seek to attack her. Besides the military forces oui stores of arms and munitions are being augmented. Holland's economic life is every day more a fleeted by circumstances arising from the war. The Government is obliged to take measures for supplying the people with food, therefore export-: will he restricted." The speech referred to the difficulties of transport, which are affecting the Dutch colonies. The Government was doing all in its power to ameliorate the colonial conditions, also to strengthen the fleet adequately to provide for maritime defence.
