DEfwIARK MAY JOIN ALLIES. BULGARIA WANTS PEACE. .' Xew York, Sept. 10. The Globe gives great prominence to a message from Taris stating that Denmark may enter the war with the Allies to recover the Danish portion of Schles-v.ig-Holstein. The Globe also says that Bulgaria has made overtures for a separate peace. Great Britain was willing, out Russia declined, saying that she proposes to make peace with Bulgaria in Sofia. THREAT MET BY THREAT. Washington, Sept. 10. State Department officials declare that if the German courts impose penalties on Americans who are unable to fulfill cantracts because of the British black list, retaliation by the United States aganist Germany will probably result. The conditions imposed by the war are such that the State Department believes no court could hold the contracts binding, but if German courts attempt to penalise Americans it is practically certain "chat the State Department will encourage suits in American courts against Germans who have failed in contracts for war reasons.
