A PREDICTION. Xew York, Sept. 17. Mi'. H. 0. Wells, writing in the New York World, predicts that the war will end in Juno. Tho German lino in the West will give way before November. The Allies will insist on reparation and ail indemnity 'to Belgium. Constantinople for Russia, Alsaec for France, and the dismemberment of Austria in the interests ol' Italy and others. GERMAN HULK IN BELGIUM. Washington, Sept. 17. Count BornstorlT has informed the State Department that, in view of the fact that Belgium is trying to arrange a Wan with American bankers on the security of the Belgian State railways. Germany will consider such ioan null and void during tho German occupation of Belgium unless German consent is secured. The State Department has no details of such a loan and say>- it recognises German rule in Belgium as the de facto authority with temporary powers. MAIL CENSORSHIP PROTEST. Washington, Sept. 17. The United States has protested to Britain against the opening by the censor at Vancouver of the United States official mail from naval officers at Shanghai and Hong Kong. EXPORTS OF COTTON. New York, Sept. 17. A return shows that American exports of cotton cloths to Australia for the fiscal year 1(113 were 017,000 dollar', and in l!)l(i 1,75.'),0f10 dollars. ft. is pointed out that American goods arc thus replacing European, AN ADDITION TO THE NAVY. Washington, Sept. 17. The United States has completed the Dreadnought Arizona, and it will be commissioned in October. The Atlantic Fleet will then include six Dreadnought* with 14-in. guns and five with 12in. guns.
