«Bi :il A NATIONAL CONGRESS. Australinn-N.Z. Cable Association. Mexico City, September 15. President Carranza has issued a decree providing for the election of a National Congress on October 15 to meet on November 20, to accept or improve the present constitution. Carranza says he will then order a presidential election and-resign power to the president-eject.
