UNSATISFACTORY FOOD SUPPLIES. . rHE PEOPLE MISLED. New York, Sept. 12. dispatch from Berlin to the United Press ststes thiat the Germans are disappointed at the lack of improvement in 'the food situation, tod more dissatisfied with the new food department. Count von Batocki's optimistic statements led the people to believe that by th« autumn conditions .would greatly improve, but, instead of more plentiful food, there will soon be an absolute ration basis if the distribution of food cards continues. There are already 80 •ardfi, and there may be two more. Germans are declaring that probably there will be so much organisation that the food will spoil. Though this year's harvest is normal no more wheat or oats is available than during the past few months, because of tjie necessity for creating a surplus for next year. ■ The lack of sugar, tin, and rubber is • preventing families doing their own canning, and the factories are using saccharine and syrup made from carrots for sweetening.
