PUNISHMENT OF FRENCH PRISONERS. TO BE LEFT OVER. Received August 29, 8.15 p.m. London, August 28. A wireless message from Berlin states that the Kaiser has postponed, until after the war, the enforcement of punishments on French prisoners, and hopes to make reciprocal arrangements with prance.
