Received August 25, 8.25 p.m. , London August 2>L I The Morning Poat's Budapest correspondent quotes the newspaper Azest's Bucharest correspondent's statement that it is rumored the Russians have concen : trated on'the Bessarabian-Roumanian frontier, and on the banks oi the Russian Danube, for the purpose of entering Bulgaria by Dobrudja, and Hungary across Moldavia, It is stated the Roumanian war party is the stronger body in politics. Tie Premier is credited with having made a definite agreement ■with , Russia regarding the conditions of intervention. A Budapest newspaper says: "Hitherto we have fought as a chivalrous partner of another nation; but if Roumania enters this war we supplant chivalry with hatred, nnd will fight for a blood- . aoaked country against a private enemy."
