JAPANESE NAVAL BASE. ON THE PANAMA OOAST. Received August 24, 5,5 p.m Washington, August 23. Mr. Lansing hns announced that an investigation is proceeding in the charge against Valdez, President of Panama. It is alleged that he was instrumental in securing fifty thousand acres as a concession for agents of Japanese silk firms. The land is located on the Atlantic seaboard, opposite San Miguel Bay (on the Pacific seaboard.l, and this might become a valuable naval base.

The Evening Standard states it is rumored among officials that President Wilson is shortly sending a special peace envoy to Europe in the hope of gaining the German vote at the Presidential campaign. UNCLE SAM'S HARVEST. PROFITING OVER EUROPE'S MISFORTUNE. Received August 24, 8.40 p.m. New York, August 23. Arrangements have been made to secure a second commercial credit to France ot £5.000,000, which will bring France's borrowings with the United States, since, the war opened, to nearly £100,000,000. An analysis shows that before the war the banks of England, France, Russia, and Germany held 080.000,000 dollars more gold than the United States. Now the United Stateis within fifty millions of the combined holdings. PRICES STILL SOARING. Washington, August 23. The cost of living during 'the past year increased 30 to 50 per cent, in New York and 25 per cent, in Chicago. Tinned foods have risen 100 per cent., beef and pork 23 per cent., flour 15 per cent., and fresh vegetables 10 to 100 per I cent.
