BOROUGH COUNCIL.

WORKS COMMITTEE. A meeting of the Works Committee of the Nov,' Plymouth- Borough Council was held last night, when -there were present: The .Mayor (Mr. C. 11. Burgee) in the chair, and Crs. XV. A. Collis, E. Griffiths, J. Haydcn, F. J. Hill, A. 11. Johnstone, J. I'. Mannix, W. .F. Short, A. E. WatkinSj a-nd i\ E, Wilson. Instructions were given that, provided the Fire Board undertakes to pay oneilialf of the annual charges, the caretaker at the reservoir be connected with the public telephone service. The letter from the Fire Board with reference to the low water pressure in the early stages of the High School fire was referred to the borough engineer to obtain a report from the turncock. A letter from the Fire Board with reference to preventing the use of oil lamps duri'jg building operations was referred to the By-laws Committee. A letter from -Messrs Wilson & Grey, conveying notice to fence the boundary line between the old waterworks reserve and Mr. Knowles' property, Old Hospital Boad, and also the question of agreeing to the planting of a live hedge, was referred to Cr. Smith- and the borough engineer to report upon. The horough engineer was authorised to purchase a water meter for gauging the supply to the hospital. It was decided that the necessary steps should be taken to obtain from Mr. H. Earnitt an option in regard to the removal of metal from his property, in terms oi agreement. Upon building permits for the two residences proposed to be erected on section 1307 being taken out, the borough engineer was authorised to construct a, footpath along the Ilobson Street and Bullen Street frontages of the section, at an estimated cost of £lO. Consideration of the letter from the Fraukley Road Settlers' Association, with reference to the cutting at Frankley Boad hill, was deferred, and in the meantime the borough engineer was instructed to interview the adjoining land owner and to, report. That whereas, in the opinion of the Council, a full compliance with the provisions of the building by-laws would be attended with loss to the owner, without a corresponding benefit to the community, and the application and recommendation set out in by-law 21 having been made, the Council hereby authorises the Borough Engineer to grant a permit to Mr. A. E. Sykcs for alterations and additions to the building upon section 227 Dawson Street, dispensing with the provision of the by-law requiring such work to be executed in brick, stone or concrete, the by-laws in all other respects to be complied with.

It was decided to forward a coipy *.l the letter from the borough engineer with reference to the construction of the footbridge across the Bemii stream, to the East End Reserve Committee, with a request that they should carry out the arrangement that the 'bridge should be constructed according to the plan prepared by the borough engineer. The borough engineer was authorised to grant the c:irotaker of the borough stables his annual leave. The report of the borough engineer with reference to the kerbing and channelling in Buller Street was referred back to him to report as to the possibility of kerbing both sides of the street the full "length, deleting the channelling, tarring and sanding. Consideration of the reports of the borough engineer with reference to loan works in Fuliord Street, Carrington Road. 'Payntor's Lane, Mangorei Koad and Cutfield Road was deferred in order to enable the. Committee to visit the different streets referred to. Instructions were given to the borough engineer to distribute orders for waterworks and other supplies amongst the various tradesmen. «
