Received August 20, 5.5 p.m. Washington, August 18, A White Book reveals that nine Get* man officers and sailors, who escaped from interned warships, were not traced. Two others were caught, and one was made prisoner in Scotland. Two reached Germany, the last named being iironec}; and Surgeon Okbravter. The second officer of the Prinz Eitcl Frederick was allowed, on parole, to visit Niagara, but did not return. Lieut; Coch also violated his parole. The British arrested aboad a Danish ship, a man believer to be Brauer, who took part in the Jutland fight. Six officers, who escaped in a yacht during October, 1915, had not been found. Mr. Lansing protested to Count Bernstbrff, stating that parole had now been discontinued, l.ointiug out that in the Russo-Japanese war parole-breakers were returned. Count Bernstorff has replied that tha officers were not sufficiently instructed regarding their pledge, and did not think themselves guilty of a breach of honor. Knigor Kronich was then instructed to return by a vessel when his safe conduct was assured. Mr. Lansing replied that he must assume the officers understood: the meaning of parole, and asserted that Xroneck was supplied with monaj to purchase a yacht, wherein the other* escaped.
