August 9 Mr. Asquith, in the House of Commons, intimated that Lord Wiiiiborne's ]>osition had been modified, in order to enable the oHice to be discharged to the greatest advantage, although the ultimate authority and responsibility for Irish administration would -necessarily remain with a Minister answerable to the House of Commons.
