Mr. Beddoe added that he had received from the Canadian Government some reasons for the scarcity of paper abroad. The interest, taken in the war had caused a larger consumption of newsprint owing to the increased circulation. Materials entering into the manufacture of newspaper were, difficult to obtain in England. France, Italy, South America, aiul the Orient. Norway had been stripped of all pulp, and Sweden bad been unable to ship during the winter. Foreign markets had been drawing on the Canadian market to a greater extent than formerly. During the war American publishers had been using a great deal more paper, and the Canadian mills bad not appreciably increased their output. Shipments from Scandinavian countries being largely cut off, France and England had not been able to pet any pulp or raw materals out of the Baltic. "New Zealand is not the only country out of paper," is a remark contained in a letter received by Mr. Beddoe from Canada. ''We have bad .requests from a number of other countries, but you will see that the difficulties are meat."
