T. Jennings disagreed with, this view. He regarded the Bill as & great saving in law costs and general expenses to local bodies. - 5 Mr. H. G. Ell said that under this Bill there was no investigation before the Local Bills Committee, which ifl was highly necessary to safeguard. Mr. Massey pointed out that many of the clauses in the Bill were merely amendments of existing Acts, and the ;.remarks of the member «:f or Hutt did; j not apply in these cases. [ _ Clause 50, dealing with the re-valua*! tion of Wellington City leases, was post* ' poned by arrangement, and tho re<| mainder of the clauses were- passed, j WAR LEGISLATION BILL. "". The Committee resumed consideration ot the War Legislation, Amendment Bill, dealing with the limitation of the increase oi rents. These clauses and some amendments were passed. * ' | Mr. Sidcy proposed a new clause \ itht the object of making provision for day*, light saving. Mr Massey protested against moving «! debatcablc clause of that nature at the, close of the session. On a division the clause was carried . ' by 29 to -26. v Mr. Massey at once moved to report pi ogress, and progress was reported bjj | 29 to 23. ' THIRTEENTH REINFORCEMENTS. ' Mr. Allen announced that the 13th!
