Mr. Dillon, writing to the Daily Telegraph, says: After a •comprehensive survey of all the present elements in the present phase of the struggle, one cannot blink the fact that they are auspicious for Roumanians entry into the war arena. Military experts are of opinion that the utter overthrow of the Bulgarian army would open the road of the Allies for a land attack upon Constantinople. This would necessitate the re-call of the Turkish forces now in Mesopotamia.
