When the terms were originally Mibmitted, we strongly urged the use of all possible despatch in consulting supporters in Ireland. We were told that a great Imperial interest was at stake. Three weeks have since elapsed and no progress lias been made. For some mysterious reason the mutter, which was jo urgent Jive weeks ago, hangs fire. T therefore urge upon the Government that further delay will be fatal, and record my conviction that any proposal to depart from the terms agreed upon, especially in respect of the strictly temporary provWonal character of all sections of the Rill, will compel us to u'clare that (he agreement, on the failli of which we obtained the assent of our supporters in fSlnnd, has been departed from and was at an end."
