THE NAVAL. BILL. Washington, July 13. The Senate is debating the' Naval Bill Senator Swanson said that only by a navy second to Britain's can the United States maintain her trade and prestige. With the Republicans pledged not to obstruct the Bill, its passage is expected in ten days.
