LORD HARDIXGE'S REPORT. MR. BIRRELL'S RESPONSIBILITY. MILITARY MCST GOVERN. Received .Inly 12 5.50 p.m. London, July 11. The House of Lords discussed Lord Hsrdinge's report. Several speakers warmly criticised the Government's policy, which permitted loyal men to serve their country and left disloyal unhindered in their work. The man responsible for the rebellion was Mr. Jlirrell (the Chief Secretary), who got off without (■.•ii Mire. It is believed that Ireland will .-till have to be governed by the military, and will probably require a large force under the new proposals, as the Sinn Feiners, dominate the west and south of Ireland Lord Lansdowue's Bill, which the Government are pledged to introduce, will take some time to prepare. Lord Hardin »c is confident that under the system at present in force there ought not to be any fear that the Irish aituatioa will gel out of hand. He helieved that .General Maxwell had forty thousand troops, and the Government would give him all the support to which lie was entitled. A sufficient garrison must be maintained during the transition stage. An Order-in-Council is to be issued tomorrow prohibiting the carrying of arms in Irelarid without a permit.
