COMMISSION'S REPORT. London, July 3. The report of the Irish Commission said that the continued importation of arms and the toleration of the drilling of large bodies of men, first i» Ulster and then elsewhere, had created condition rendering possible the recent troubles. The failure to suppress sedition and the drilling of forces by men who Jeclared they would welcome the King's enemies developed the belief that the Government would not repress sedition. This was the immediate cause of the outbreak. The Government had abundant material on which it could have acted long before the leaders themselves contemplated t'np rising.
