DISPATCH FROM GENERAL SMUTS. THE GERMAN FORCES. ' London. June 20. General Smuts' despatch of April 30 details the operations in German East Africa. The German forces are estimated at 16,000, of whom 2000 are white, with 60 guns and SO machineguns.
