The preliminary annual report of the Government Statistician shows that, despite the departure of soldiers, the population has increased 3 per cent., while the marriage rate is the highest for 50 years. PAY OF CIVIL SERVANTS, Sydney, June 20. When the Ivar started the annual increments to civil servants receiving £2OO per annum and over, as well as their annual leave, was stopped. The State Government lias now decided not only to reinstate the increments but to pay the arrears. The embargo on leave uill also probably be removed. \
