THE BOROUGH LOTTERY.
To the Editor. Sir,—l am not an insurance agent, or I might put in a claim to be present at' the drawing of OUR lottery; but still I too feel curious to knp,w how it will be conducted—in camera or in open council? Of course, now the schools are closed there will be no difficulty about getting a child to draw the lucky ball. Really it does seem silly for a Mayor and half a score of councillors to sit round tile tables to conduct a iottery. We might as well do without a council if on any critical issue their judgment cannot be relied on and they have to resort to chance to decide what company shall have the council's business, or, as is done sometime 9; to decide which among several applicants shall be appointed to a certain office. If councillors are business men they should apply business methods to the Borough business, jii3t as they do with their own business. I doubt whether any one of them settles questions of his own business by a lottery. As to the insurances "I could a tale unfold," if it were necessary, that would, I think, make other men, not councillors, adopt a different plan regarding that branch of the Borough affairs. Let me say here, Sir, that without fee on reward I am willing to give advice about insurance that will be beneficial to the community; and yet they won't have me on the council! However, if His Worship-the Mayor, or the councillors, wish to consult me you will please give them my name; but in the meantime I am only ' A RATEPAYER. 20/0/16.
