THE HOME RULE QUESTION. ULSTER COUNCIL'S DECISION 1 ". Received June 13, 5.3 p.m. London, Juno 12. Official: "Delegates from ('avail, Monaghan, and Donegal protested against separation from the rest of Ulster, lmt left the responsibility upon the other six counties (Londonderry, Antrim, Down, Armagh, Tyrone and Fermanagh) tor continuing negotiations. The Ulster Unionist Council passed resolutions declining the responsibility for the setting up of a Home Rule 'Parliament, but in view of tlie danger to the Empire arising out of the war, the Council felt it was a duty to make sacrifices, and therefore authorised' Sir E. Carson to continue negotiations on the basis of the exclusion of the six counties "amed.
COURT-MARTIAL FOR MURDER. SUSPECTED REBELS SHOT. London, .Tune 12. A court-martial is being held in Dublin on Sergt. Robert Flood, of the Dublin Fusiliers, who <vas charged with murdering Lieutenant Lucas, of King Edward's Horse, and William Rice, an employee in the Guinness Brewcrv, on April 29. It was alleged that Rice was conducting Lucas round the brewery. The Fusiliers' guard were jumpy and suspected Lucas and Rice were rebels. Lucas opened the window, which was contrary to instructions, and Flood arrested Lucas and Rice and shot them Lieutenant Warwick came up and rushed Flood, and' the guard fired, killing Warwick.
