A SCHEME FOR RELIEF. BRITAIN AGREES, UNDER CONDITIONS. Received May 14, 5.5 p.m. • London, May 13. Tke Government has accepted an American proposal for relief in Polish territory that is in German occupation, under certain conditions, until October, when the harvest will be available. Under the scheme Germany provides relief ships, manned by neutral crews, to convey food from America, and undertakes not to interfere with the importation, which will be restricted to civilians. America will control the revictualling of the cities. It will be necessary to import forty thousand tons monthly. America will contribute cereals, fats, and condensed milk, on condition that Gelmany pays gold for American purchases. Sir Edward Grey has agreed to the scheme, on Germany agreeing not to export Polish foodstuffs, except surplus potatoes, and to revictual Serbia, Albania, and Montenegro.
