TRADE ORGANISATION. MANCHESTER RECOMMENDATIONS Londen, May 11. The Manchester Chamber of C»mincrce passed a resolutioa in favor of better industrial erganisation, improved transport and banking facilities, the appointment of a Minister of Commerce, the extension af trade commissionerships, and the reorganisation of the consular service, but the most urgent reform of all was tkat enemies should not jbe allowed the same facilities for trade with the Empire as those granted ti» Allies and neutrals. Steps should be taken to prevent dumping and effectually to eliminate tho enemy influences existing prior to tha war. It was urgent that the Government should consider preference between parts of the Empire, and as far as possible with the Allies. GERMANS MUST BE BEATEN London, May 10. In the House of Commons, Mr. Herbert Samuel said: "There can be no thought of peace until we have beaten the Germans. The question of settlement we leave to our children. I believe that the struggle at Verdun was one of the decisive tattles of the world, and the outcome will be the final repulse of Germany's teniae effort*"
