Assuming that Germany desires peace the reply makes unmistakeably clear the terms on which it can be secured. Republican newspapers continue to criticise severely President Wilson sending another Note to Germany as simply giving Germany the chance she seeks to continue the negotiations. GERMAN PLOTTERS SENTENCED. New York, April 9. Robert Fay (a lieutenant in the German army) and Walte» Scholss (his brother-in-law), who were arrested'in October last on a charge of plotting to wreck munition factories and ships carrying munitions, have been sentenced to eight years' imprisonment. Desche was sentenced to two years' imprisonment. MORE SHILLY-SHALLYING. Washington, May 9. The State Department having received Austria's explanntion of the attack on the Russian barque Imperator by a submarine, will take no further action. Two Americans were on board.
