STABILITY OF BRITISH RULE. I GERMAN* INTRIGUES FAIL.' New York, May 7. Mr. Austen Chamberlain, Secretary for India, in a statement to the American press, says that the Germans made every endeavor to create trouble in India. In a population of 320 millions there must be a few malcontents, but the complete failure of the fantastic conspiracy in February, 1915, gave evidence of the stability of British rule. .
The Viceroy reports that the situation could hardly be more favorable. Twenty-one regiments of Indian cavalry and 86 battalions of infantry are fighting abroad.
