CROWN PRINCE'S SCAPEGOAT. VICTIM RESENTS IGNOMINY. Berne, April 21v Field-Marshal Haeseler, who was the Crown Prince's adviser, has been recalled to Berlin as a scapegoat for the Verdun failure. Though the constitution does not provide for it, it will probably be necessary for the Empire to levy direct taxes upon the States to cover the war expenditure. Herr von Lentze adds: "This is no time to theorise or for constitutional discussion, but a time to recognise true i hard facts."
