CROWN PRINCE'S SCAPEGOAT. VICTIM RESENTS IGNOMINY. Berne, April 21v Field-Marshal Haeseler, who was the Crown Prince's adviser, has been recalled to Berlin as a scapegoat for the Verdun failure. Haeseler bitterly resents this ignominy, and declares that the operations were carried out exactly according to the plans of the General Staff, which the Kaiser approved. • KAISER AND CHANCELLOR CONFER.
A KEEN DISAPPOINTMENT. Eeceived April 23, 5.5 p.m. Copenhagen, April 22. Directly President Wilson's Note was received Herr von Bethinann Hollweg took a special train to headquarters to confer with the Kaiser. Iti is expected that Easter will be made a pretext for delaying the reply, and that then an effort will be made to secure another indefinite postponement. There is keen disappointment in Germany at the news that the British crisis has ended, and this is considered evidence that the British public men are firmly determined to prosecute the war. FACING THE FACTS. GOVERNMENT'S FINANCIAL DIFFICULTIES. Received April 23, 5.5 p.m. Amsterdam, April 22. The Lokal Anzeiger publishes an interview with Herr von Lentze, Prussian Finance Minister, who forecasts great financial difficulties, not only for the Empire, but for each Federal State. Though the constitution does not provide for it, it will probably be necessary for the Empire to levy direct taxes upon the States to cover the war expenditure. Herr von Lentze adds: "This is no time to theorise or for constitutional discussion, but a time to recognise true i hard facts."
