NATIONAL REGISTRATION WANTED. PREMIER WILL NOT COMMIT HIMSELF. Ottawa, April 17. A deputation, representing 42 recruiting leagues in various provinces, waited on the Cabinet urging national registration. They declared that men were not coming forward in sufficient numbers, while there was a high proportion of married men, each costing £8 more monthly than single men. This was not desirable. Sir R. Borden', while promising consideration, declined to commit himself to the abandonment of voluntarism. He admitted the loopholes in the voluntary system for an economical State, but still they were procuring recruits at the required rate of a thousand daily.
