SANITATION.
' CONDITIONS IN NEW PLYMOUTH. "ONLY MODERATELY SATISFACTORY." MANY CHANGES WANTED. An interesting report on the sanitary condition of New Plymouth has been furnished to the Borough Council by Dr. S. Smith, District Health Officer. He says:—'•"Speaking generally, the sanitary condition of the borough is only moderately satisfactory. There are" a large number ot premises which are in a bad state of repair and by no means clean. I have condemned several of these in the meantime, and with the help of your officers, will have demolition or repair orders served 'on others from time to time. The plumbing work in many of the premises was exceedingly unsatisfactory, and your Council should endeavor to have such work gradually eliminated. "With regard to rubbish'removal and disposal, conditions were by no means good, householders keeping refuse in all varieties of unsatisfactory receptacles, leaking and uncovered, and serving as breeding places for flies . I recommend that your Council at once enforce the by-law requiring impervious covered receptacles only to lie used.
"Various points on the Mangotuku stream were visited, and 1 have no hesitation in stating that this open drain is a definite menace to health, and is, further, a harbor for rats,,which are also a potential danjer. I strongly recommend tint, your Council consider the advisability of diverting this stream at Oneen street, or other point to be suggested by your engineer.''
