NEW GERMAN SUBMARINES. < 10 CONTINUE THE POLICY OF MURDER. Times and Sydney Sun Services. London, April 13. The Times' naval correspondent says the retirement of Admiral von Tirpitz has not abated the virulence of the submarine campaign. The Chancellor has apparently fallen into line with him. It is necessary to look Beyond the immediate facts and ts remember that the efforts of the U boats rise and fall within well-defined limits. We are experiencing the full blast of activity, and its intensity is more prolonged than before. This may be attributed to the improvements in submarines. There is ample evidence that Admiral von Tirpitz fully realised the resources of construction for increasing the effectiveness of submarines. They are not only larger and speedier, but it is stated that thej are fitted aut for minelaying. During the last six weeks a large proportion of the shipping casualties have been due to mines, which is explained if submarines are able to lay them, but if they are more efficient they will have to contend with similar difficulties inherent to this class of Vessel.
