THE FISCAL POLICY, DRASTIC CHANGES URGED, Received April 4, 9.5 p.m. London, April 3. The National Review suggests that the Allies should surtax all imported German goods, the proceeds to be paid to a common fund and utilised for defence purposes. The paper points out that if a 5 per cent, surtax had existed in 1912 on goods imported by the allied countries it would have yielded thirteen millions sterling. A special surtax of 10 per cent, should be imposed on goods carried in German vessels, in order to combat the subsidy: Peace terms should block Germany from granting export bounties, and we should meet Germany's subtler inroad into our internal commerce with more draatiu naturalisation, the prohibition of .Herman memberhip on tlie Stock Exchange and the quotation of German securities, also the prohibition of German banks. There should be a heavy poll-tax on German commercial travellers. The Review adds: "England must change her fiscal policy." PREFERENTIAL TRADE. . TAX ON SHIPPING AND COAL > _ ii ' MINING. Messrg Bonar Law and Runeiman received a deputation from the Associated Chambers of Commerce, urging preferential trade with the colonies and the allies. The Daily Chronicle anticipates Mr. Hughes's tax on shipping and coal mining, botli of which are earning abnormal war profits, and arousing strong feelings among the working classes.
