SCENE IN THE REICHSTAG. SOCIALIST CAUSES UPROAR. Received March 26, 5.5 p.m. Amsterdam, March 25. There was the stormiest Reichstag sitting on record during the Budget debate. Herr Haase, a Socialist, created a tremendous uproar by denouncing German nmbition for expansion and world power. He declared that no one would win the war, A series of exciting scenes followed, members frequently being at the point of exchanging blows. The majority of the Socialists were especially incensed against the Haase party, and later, by 50 to 33, repudiated the Haase minority. :• NEW LOAN FAILS. Geneva, March 24. The German loan is an unqualified failure, as the middle class is indifferent to the frantic appeals to subscribe. I SUBSCRIPTIONS TO WAR LOAN. Received March 26, 5.5 p.m. Berlin, March 25. Dr. Helferich informed the Reichstag that £530,000,000 had been subscribed [to the last Germ«jtt loan. ~ ~
