London, March 15. The Times' correspondent at Washington says that as far as the public-knows the expedition against Villa has not yet started. The delay has been made a text against military unpreparedness, and it is argued that the Mexican trouble has obviously been brewing for month;, yet the forces on the border weiy inadequate to cope with it when the time came. Congress is urged to deal promptly with measures for army reform.
