It is rumored here that Admiral von Tirpitz has resigned in consequence of disagreements with the German Government, chiefly with Herr von BethmannHollweg. RESIGNATION CONFIRMED. ALLEGED REASONS. Received March IS, 10.50 p.m. Copenhagen, March 16. Admiral von Tirpitz has resigned, and is succeded by Admiral von Capelle. His retirement is due to the Kaiser and Prince IJenry being dissatisfied at the fleet's inactivity. Other reports attribute a modification of submarine warfare. EXCHANGE RATE, A SENSATIONAL COLLAPSE. New York, March 15. There is a sensational decline in the German exchange rate to 11%. The Herald says the decline continues despite German financiers' efforts to check it.
