FINANCIAL DIFFICULTIES. INCREASE IN TAX BATES. - Received March 7, 10.15 p.m. London, March S. Communal rates In Germany, which are bated on the income-tax, 'have increased enormously. The pre-war rate of 105 per cent, of income-tax prior to the war rofe during the latter part of 1914 to 189, and in 1915 it reached 199. It is liow per cent.
