'An Observer in Petrograd says:—There is a curious tremor yi the north Russian front, as if anticipating a coming struggle. German aircraft are incessantly reconnoitring, and many troops arc in movement behind the enemy's lines. There are big hospital and ambulance preparations. Constant outbursts of artillery fire along the Dwina show general watchfulness. The situation of the Germans on the Dwina is unenviable. The early thaw submerged whole companies, and engineers were brought from Germany to drain the swamps and rescue isolated ■units. Flotillas of boats were utilised to save the artillery.
