A semi-official statement quotes a lx>ndon telegram to II Corriere della Sera, stating that Talaat Bey, on behalf of the Committee of Union and Progress, has twice taken the initiative with a view to peace negotiations. It is reported that two envoys haye been sent to Switzerland for that purpose. A RUMOR FROM ATHENS. Athens, March 5. A significant (but unconfirmed) report states that the Turks are removing mines from the Dardanelles. TURKISH POWDER MAGAZINE BLOWN UP. Athens, March 5. A lire exploded the Sivas powder wagaziiie ut Constantinople. PRINCE YUSSUF'S MURDER. Paris, March 5. During the summer of 1915 the Committee of Union and Progress discussed Yussuf's hostility, and Enver bluntly favored his removal. The committee at a later meeting, at which Enver, Talaat, and Yusuff'a doctor were present, insisted on the assassination, and when the Turkish military situation improved the preparations were completed. Hassin Bey, Yussuf's orderly officer, committed the crime. ■
