PRESIDENT AND CONGRESS. THE FORMER WANTS DEFINITE ' , ANNOUNCEMENT. AN UNRULY SENATOR. -., Washington, March 2. President Wilson has notified Congress that he will not accept a mere vote of confidence, and has unequivocally announced to the leaders that he refuses to continue negotiations with Germany until Congress has announced its attitude respecting the right to travel in armed' merchantmen. The whips of the Administration assert that President Wilson will not hesitate to appeal to the country if Congress avoids the issue. A sensation was caused in Congress when Senator Gore accused President Wilson of having stated to certain Congress leaders that "A war between the United States and Germany might not be ungrateful, and might result in advancing European civilisation by bringing aboiit the end of the European war by midsummer." Senator Stone denied that President Wilson had used such language. Senator Lodge defended the President's attitude concerning armed merchantmen, pointing out to Congress that their attitude was embarrassing President Wilson in his negotiations with Germany.
