Thß final report of Lord Sydenham'* commission to inquire into social diseases reveals the most serious .ronditions. The report says that Government control of this national problem is essential, and there is no doubt that the total of infected persons has increased. • The most striking proposal in the report is that the law should permit the annulment of marriage wher» either party is suffering from strch disease, and that such decree of null'.ty will not render the children illegitimate, and the doctors' communications. to parents in this matter should be privileged. There must he better statistical information and facilities in a laboratory for a diagnosis of moral conduct, instruction In all types of education, including workshops, and free modern treatment in hospitals. The report suggests a warning being given to all army and naval recruits, and repeating the warning annually,
