The rate for belligerents is 5 per eent. and that for neutrals is unchanged. Steamers via the Cape are charged 3 per cent. AN UNFOUNDED RUMOR. Melbourne, Feb. 28'. Mr. Pearce, as well as Mr. Holman, denies the reported scheme for the coordination of the manufacture of munitions. WET CANTEENS ADVOCATED. ' Melbourne, Feb. 28. Wet canteens, under strict military supervision, find a strong supporter in Archbishop Carr. THE ARMY CANTEEN. Melbourne, Feb. 28. Mr. Ruddcn, commissioner in Egypt for the comforts funds, emphatically supports the army canteen system as of greater general benefit than' gifts. He estimates the spending capacity of the Australian force, at £3OOO daily and the profits at £33,000 monthly," which might be placed after the war to a fund for the benefit of soldiers' dependents, instead of benefiting an uncertain neutral nation.
