RUSSIA'S TASK.
AN IMPORTANT COMMAND. GIVES TO GENERAL KUROPATKTN. Petrograd, Feb. 27. '~ General Kuropatkii has been appointed commander-in-chief on the northern front. (General Ruropatkin is 68 years of age. He distinguished himself in the Rutso-Turkish war and was commander-in-chief of the Russian army in the war with Japan in 1904.) PTARVIKG RUSSIAN* Petrograd, Feb. 27. The situation of the inhabitanta of Suwalki, Kovno, and Grodno provinces is lamentable. They are literally dying o' starvation. The Germans are indifferent and are requisitioning all food.
