REBELLION- DEVELOPS. GOVERNMENT IN DIFFICULTIES. A LUDICROUS SITUATION. Times and Sydney Sun Services. London, Feb. lli. The Times' Shanghai correspondent states that the rebellion is developing unfavorably for the Government. The province of Kweicho has declared its independence. Some Szechuan troops have joined the rebels, ant others are wavering. The rebels occupy Sulfu,- and have forfeited and occupied Luchow. The Government troops •retired, and the rebels peem to he firmly established on the Upper Tang-Tsze. Other rebel armies w threatening Chung King, and have crossed into Hnan. The fighting has hitherto been skirmishes. It is not assumable that the Government armies are beaten because they have retired. Kwangtung :ind Kuar.gsi continue to profess loyalty. Their troops are pressing against the southern border of Yunnan, but show no zeal for the Government cause. All provinces are withholding remittances from Peking, asserting that the funds arc required for. the provincial armies. The strain of keeping four divisions in the field will soon be an v.nbesv.-'bla burden for the Government's resources. ■ The' provinces of Chungking and Szeehuan have announced their neutrality, thus creating a ludicrous situation.
