It warns neutrals not to trust persons and property on such vessels. London, Feb. 11. Austria and Germany have notified neutrals that the new policy regarding aimed merchantmen will be effective from March 1. WILL THE PIRATES RE-APPEAR'! Received Feb. 12, 12,30 a.m. London, Feh. 11. The neswapers interpret the German memorandum to indicate that tb<> Germans intend to embark on .mother campaign of piratical outrages. The Daily Mail construes the move ;is a reprisal for the Baralong incident.
ME OF THE R00N» NEWS OF A BATTLE. ORIGIN OF THE REPORT. Received Feb. 12, 12.30 a.m. New York, Feb. 11. Messages from Hamilton, Bermuda, say nothing is known of a battle between the Roon and a British cruiser. The vessel has not reached Bermuda and advice has been received indicating that the prize has been taken elsewhere. On the other hand a message from Washigton states the British Embassy received the report concerning the Roon from men living on an island—the name of which is not disclosed—and sufficient credence was given to the report to warrant the authorities handing the information to the press. They added that the report had reached them unofficially.
