A STARVING POPULACE, A REQUEST AND AN ANSWER. London, Feb. <?. Four million Polish-speaking residents of the United States haw cabled to Mr. Asquith urging him not to blockade vessels carrying provisions a ml clothing to stricken districts in Poland where there are famine and pestilence, and pointing out that diplomatic ways are too slow, and the world cannot countenance the extermination of an entire nation in such excruciating agony. Mr. Asquith and Sir E. Grey are replying that they deeply sympathise, but the distribution of American relief is impossible unless Anstro-Germany prohibits the export of .foodstuffs, from Poland and guarantees that native stocks of foodstuffs will not be used to maintain the occupying armies. The fact that this has not been done is,evidence that Austro-Germany will never eooperate in work to the interests of the population of Poland.
