A German wireless message has been issued of an interview, intended for American consumption, with the Admiralty Chief of Staff, Admiral Holtzcnderff. He said that the English submarines were unsuccessful for four weeks fa the Baltic, The German navy would never be in danger from England. She feared Germany's trade rivalry>and their intact merchant marine; also the growing American navy. He denied that fifty submarines were lost; not one half were lost. In replying to a question regarding the possibility of a, big naval battle, he replied: "The decision does Set rest with us.
