THE CZERXOVITZ ROUT. Petrograd, Jan. 18. A singular view of the fighting at OzwnovitE was that the German regiments were panit-strieken and began to run. The Austrian artillery, reversing the process to which the Germans had often feibrtcd earlier in the war, directed their fire on the spike-helmeted fugitives, but the Germans feared the Russians more than the artillery and failed to stop the tout. CZAR TO HIS TROOPS. SHIELD FOR THE FATHERLAND. Petrograd, Jan. 16. The Czar, in a message to his troops, •ays: "In the hard struggle with an enemy strong in numbers and rich in resources my soldiers have harassed and checked him, their breasts forming an invincible ■ protecting shield for the Fatherland. Whatever pains and victims it has cost we must be victorious. T enter the New Year with unshakeable resolution."
