THEIR FINAL CHANCE. London, Jan. 18. The first week's result of the Mansion House recruiting exceeds the Lord Mayor's strongest expectations. Lord Derby, in it. speech at Liverpool, strongly urged nil eligible men who hitherto had held nloof to join while recruiting was still voluntary. He had done hjs,utmost up to the eleventh hour and fifty-ninth minute to make voluntaryism a success. RAILWAYMEN AND COMPULSION.
