THE CARNIVAL.
BATTLE W THE BULLION. A FETE AND A MARKET ORGANISER OPENS CAMPAIGN. Arrangements for the carnival to by held in New iPlymouth next month, iq aid of the wounded soldiers, are now taking definite shape, and Mr. W. Lints, who lias been appointed organiser, has arrived here, and commences his campaign to-day. The main lines on which the scheme will lie worked have been decided, ibut the dates of the carnival and the detailed arrangements have yet to be settled. This will represent the district's first united effort to raise funds for the wounded soldiers, and the splendid results which carnivals have produced in other centres should encourage the promoters, while the function will give an opportunity to the people of taranaki to respond to a worthy cause. It is proposed to make the carnival a Taranaki effort, rather than confine it to New Plymouth, and it is hoped the different towns will combine for the single object of enabling a large sum being raised. In conversation witli a News representative, Mr. Lints said it was proposed to work on the same lines as those of the carnival at Wdnganui, where about £70,000 was taken. A Battle of the Bullion provides all the exciting features of a Queen Carnival, but disposes of the elements which some people hold to be undesirable. The scheme is an interesting one. A number of armies—each representing a town or district—arc established, and the competition lies in the battle to increase the strength of the armies.
"For the purposes of tliia great fight scoring regiments (regiments represented by money value) are necessary—four companies to one regiment. One company to consist of 200 privates,- 1C lancecorporals, 10 corporals, 8 sergeants, 1 quartermaster-sergeant, 2 lieutenants, and 1 captain, assessed on an £ s. d. ibasis, as under:—

Commissions iu the lighting armies are purehaseable at their assessed value, and are also allotted by vote or by any other system which a competing army chooses to adopt; the hardest workers will therefore have honors and distinctions conferred upon them, and the private of to-day may be the colonel of his regiment to-morrow, for promotion will be swift in the Wattle of the Bullion light. Every .twenty shillings collected adds twenty men to an army, live pounds oilo hundred men, fifty pounds one thousand men, one thousand pounds twenty thousand men. Women and children may be enrolled as members. -Women as well as men are eligible for every rank and distinction at the disposal of the competing armies, and their hearty co-operation and valued assistance should be enlisted by each competing army, to the very last unit available." The full details of the scheme will ibe made public later. While the Battle of the Bullion will be the principal feature of the Carnival there will be a wealth of otlier attractions, which will combine to provide a period of fun, "fast and furious.** A great feature will be the Fete of Nations, which will be run for nine nights, while "Paddy's Market" will be hold in conjunction with the Fete. Both these features were omployed at tho Wanganui Carnival and proved most successful. Some two hundred performers will bo required for tho Fete of Nations, which will be managed on unusually comprehensive lines. Tho first meeting of the executive and organiser will bo hold to-day, when tho Carnival plans will bo launched.
