Since the commencement of the war Austria has maintained, near Cattaro, a naval base for operations in the Adriatic, the Aegean, and the Mediterranean. Cattaro is only vulnerable from the Montenegrin position of Mount Lowgen, which the Austrians are attacking, and if the Montenegrins, with the Allies, can hold Mount Lowgen they can eventually force the Austrians to abandon Oattaro.
